Wait yes that's exactly what he believes the entire crux of the joke is that he's claiming "society"treats identifying as trans as simply a normal thing.... whereas to him, while he might claim to support our right to exist, it's fundamentally absurd and ridiculous. That's why he contrasts it with something stupid like a black man identifying as Chinese because the point is to encourage anyone who'd just respond with acceptance and understanding of someone coming out as trans to instead see it for the absurdity Chappelle thinks it is.
It's literally just a variation of the attack helicopter troll. It's entirely about encouraging people to see being trans as being as absurd as claiming to be Asian when you're not or an attack helicopter. It's all about returning the trans identity back to the realm of the absurd than the realm of relative normalcy it is striving for now.
When he says he's fine with us existing he's saying he's fine with us living what he sees as our delusion.
The entire joke is about proclaiming via analogy that the very core of identifying as trans is funny and delusional. At the core the punchline is trans women aren't really women and trans men aren't really men, just like Chappelle isn't really Chinese

The joke is;
1) That being something on the inside you don't look like on the outside is inherently funny to Dave. Its not
just him; c.f. Big, Freaky Friday, All Of Me, 13 Going On 30, Little et al.
2) In his hypothetical chinese man in black man body scenario, someone is offended just by him being himself, and he tries to explain the above conflict between outward appearance and internal self identity to them to them accordingly. Much like the whole trans people using toilets debacle; people are
offended when confronted by something that does not meet their preconceptions.
3) The
punch line of the joke is that his wife does not like the joke and finds it offensive. Because shes chinese, and
thats the thing that bothers her. She only gives a shit about her
own pet cause.
Much like the detractors who will laugh their ass off at dave calling jussie smollet a taco distinguished black fellow, and then clutch their pearls about being called the alphabet gang.
