This create implications to the lore of the character.

Because that clevage is literally in the middle of her breast, so even if it is the smallest nipple in the history of the world it would have been shown half of it.

So the design is so shitty that the implication is that she has no nipple.

How do you explain THAT clevage without a nipple?
The ways i know how to explain it is that either she had some problems and had her nipple removed or she is using the cheap version of breast forms that allow for clevage AND don't have nipples (because the non cheap ones have). Capcom lore on the character does not imply she had her nipple removed AND her breast is bigger than previous game, which lead to the conclusion of breast form. Or breast implant surgery through nipple incision gone wrong.

I have no idea how this requires a "i am asking as a trans woman" because as ALSO a trans woman, i grew mine instead of using a breast form which makes me think that the TARGET AUDIENCE of breast forms are drag queens.

I am not saying it is bad that she is a drag queen and i am using the right pronoums.

I am just taking the implications of an objectifying design to the next level.

Good character design tells stuff about the character.
Ryu is a hobo that only cares for fighting, so his gi is in worst shape than Ken's who is a rich dude that can buy 32 different ones.
Laura tells you that she is hot and brazilian. SF5 Juri tells you that she is hot. Beta Juri tells you that she is hot also that she has no nipple.

If you care more about objectification than you care about your character design, you will be open to stuff like "she has no fucking nipple".
MAYBE it is a side effect of the Feng Shui Engine. Maybe it is a design so shitty that implies a whole backstory.

If you are a not a fan of the implications that is on the design that allows it.
The same way Zelda decided that a male kangaroo would have a pouch, which is only present in female kangaroos. I respect that.
