I got the Court of the Owls book and it really just hammered home how much of a joke the whole "reboot" is. In the first issue of a new timeline and there's already been 4 Robins and a Batcave full of junk?
The New 52 is a "reboot," however it keeps a lot of the continuity from the old DC universe, albeit in a more-condensed form. In the Batman and (even more so) the Green Lantern books in particular, almost everything is pretty much the same and really isn't even a reboot at all. In contrast a lot of the Superman stuff is a total reboot (Supergirl and Superboy especially), Green Lantern is totally new AFAIK (they made him much younger) and they've also now completely integrated the Wildstorm characters into the DCU.
The storyline explanation for all this is from the Flashpoint series. The main DCU was completely altered and is a fusion of the old, new, and the Wildstorm universes. I thought the point was to simplify things and make it easy for new readers to jump on.

But that said, they did do this with certain series.
