This is now the second time he has made an emotional decision that either disregarded the law or suggested he didn't know about the law. I'm of course referring to him firing EU Twitter employees via email which is illegal there, as well as the ban on "competitor" links which is also illegal there. Both decisions resulted in quick reversals. Now of course the question is did he simply not know, or was he warned by legal? I think it's both in the sense that his people tell him this stuff and he simply disregards it and does whatever he wants. That may work in some areas but not tech.
