Union support can scale down to small level, the Paris "dames-pipi" ("lady peepee" the janitors operating the toll in some public toilets) apparently hold a lot of power relative to their size in FO, one of big unions here, despite each operating in workplace with small staff and being a bit of a vanishing relic (you only see that in train stations anymore).
