Well, I'm not joking but in phase 3 the doctor assigns the patients in need of an ICU bed (who aren't denied already on medical grounds) a number (take a screenshot first to make sure there is no voter fraud), then they go to random.org/lists and click on randomize.
Whoever gets the lucky number gets an ICU bed, who doesn't... something to ease the pain.

Let's hope it doesn't come to this. There is also an alternative theory and model that predicts we've reached the peak of infections and are close to herd immunity (for real this time) and we just have to hold on a few days for infections to drop again.
